What form conversion rate measures
Form conversion rate is the share of people who view a form and complete it. It isolates the single highest-friction interaction on most pages — the moment a visitor is asked to give information — from everything that brought them there.
Because the form is often the last step before a lead or sale, small reductions in its effort tend to recover conversions faster than upstream changes at the same traffic level.

The result is labelled against a fixed benchmark so the number resolves into a decision:
Low — well under the median; form effort or distrust is the constraint, not traffic. Average — near the median; field-level and layout tests pay off. Strong — at or above the median; the form is efficient and the constraint has moved upstream.
